A Vector Graphic file is an image that can be resized to any dimension without losing detail or clarity. A Vector can be 100 feet wide or 1mm wide and still look the same. To use a Vector in print or on the web you first need a Vector editing program such as Adobe Illustrator. Once you have the editor installed you can save the vector to a format that a web browser can display such as a JPEG, PNG or GIF file.
